    On an annual basis Government disburses administrative and per capita grants to Institutions of Persons with Disabilities

    The grants are to enable the institutions to run their daily activities of providing institutional care and specialized training services to Persons with Disabilities.

PROCEDURES FOR PROCESSING PER CAPITA GRANTS

    The institutions should submit claim forms monthly to the District Social Welfare Officer stating the following for each person

  • Name
  • Sex/Gender
  • Age
  • Type of disability
  • Number of days stayed at the institution

The District Social welfare Officer verifies and certifies the claims before submitting them to Provincial Social Welfare Officer for further submission to head office for payment. The Head office the releases the total grant based on number of people within the institution

Disability Revolving Loan Facility

    The Disability Revolving Loan Facility is administered under the Disabled Persons Fund

    Goal and Purpose of the loan:

  • This loan facility is meant to provide seed capital to Persons with Disabilities who want to start or expand their micro and small enterprises
  • The main objective is to improve the livelihoods through enabling persons to cope with shocks thus preventing them from falling into poverty

Funding modalities

  • Funding is meant to go towards meeting capital expenditure for example acquisition of tools, equipment and inputs
  • The funds are not given to the beneficiary in cash but paid out to the service provider based on the quotations provided for total fees required
  • Loan repayment period is 12 months or less depending on the nature of project

Beneficiary targeting criteria and coverage

  • Loans are targeted at businesses for PWDs from age of 18 to 60 years
  • People with disabilities as certified by Ministry of Health Officials
  • The programme has a national coverage and thus support clients in all country’s provinces
  • The beneficiaries are categorised as follows
    • PWD involved in sustainable livelihood activities in any economic sector who lack access to capital to make activities viable/sustainable
    • Poor people with disability below the Poverty Datum Line (PDL) not yet in business who forward viable proposals for enterprise development and employment creation

Loan conditions

  • The maximum loan limit per project is $200.
  • Loan limit is subject to review to keep pace with changes in environment.
  • THE grace period allowed for a client to operate before repayment is 1 to 2 months depending on nature of project
  • Loan repayment is to be done monthly until full payment is done
    • Interest charged on principal amount is 15% per annum
    • Repayment is done directly to Head Office Accounts office or is paid into the Disabled Persons Fund
