The Department of Social Development aims reduce poverty and enhance self-reliance through the provision of social protection services to vulnerable and disadvantaged groups in Zimbabwe. The main aim of this module is to help learners understand policy and logical underpinnings of the HSCT programme

A Family and Social Protection Program

The HSCT programme targets labour constrained extremely poor households

A Pillar for:

The HSCT programme is a pillar of the National Action Plan (NAP) for Orphan and Vulnerable Children (OVC) where cash is transferred
The programme transfers cash to the poorest and most vulnerable families.

    HSCT has three main objectives:

  1. To reduce poverty of extremely poor households including those with OVC;
  2. To enhance all vulnerable children’s access to effective child protection services
  3. To facilitate improved access to basic education for poor orphans and other vulnerable children

MODULE 1: Rationale and target group of the cash transfer programme

AvatarThe first pillar - social cash transfers - will focus on labour-constrained households that live below the food poverty line

Key Parameters of the HSCT Programme

At output level — to strengthen the income of 200 000 ultra poor and labour constrained households

At outcome level — to empower the beneficiary households to increase their consumption to a level above the food poverty line
At impact level — improved nutrition status, health and education, reduction of mortality. Reduced HIV prevalence amongst beneficiary females/ males aged 15-24 years

HSCT Target groups

In order to qualify for the program, households have to meet two criteria

Food poor: The household must be living below the food poverty line and are unable to meet their most urgent basic needs; and
    Labour constrained: A household is labour constrained when —
  • it has no able-bodied household member in the age group 18 to 59, who is fit for productive work, or
  • when one household member in the age group 18 to 59 years, who is fit for work, has to care for more than 3 dependents, or
  • when a household has a dependency ratio between 2 and 3 but has a severely disabled or chronically sick household member who requires intensive care.
