Section one —GUIDING PRINCIPLES

The key principles that underpin the disability programming are drawn from provisions of the Convention on the Rights of Persons with Disability (CRPD) and the Constitution of Zimbabwe

  1. Respect of the inherent dignity and worth of PWDs
  2. Non-discrimination
  3. Full and effective participation and inclusion of persons with disabilities in all facets of life
  4. Equality of opportunity
  5. Collaboration between disabled and non-disabled persons
  6. Mainstreaming disability across all sectors

Funding for People with Disability programmes

  1. The Disabled Persons Fund receives direct Parliamentary allocation of resources
  2. The Department of Social welfare provides direct support to Disabled Persons Organizations (DPOs), Advocacy organisations and institutions that compliment Government through:

    • Per capita and administrative grants
    • Purchase of assistive devices
    • Payment of Vocational Training fees and other tuition fees at institutions of higher learning
    • Payment of the Disability Revolving loan facility

Module 3. Support with Assistive Technologies

The Department of Social welfare assists people with disabilities to purchase assistive technologies such as crutches, artificial limbs, spectacles, and wheelchairs.

These are only purchased after they have been prescribed by a medical practitioner

    Procedures for Processing Requests for Assistance with Assistive Devices


    The applicant should present the following documents to the DSWO:

  1. quotations from 3 different suppliers who have vendor numbers. Submission of less than 3 quotations should be accompanied by a written explanation
  2. copy of ID
  3. disability confirmation letter from medical practitioners

    STEPS TO BE TAKEN BY DSWO ON RECEIPT OF APPLICATION


  1. Completion of the necessary forms. Refer to the Operational guidelines for the correct forms;
  2. Brief write up about the applicant and;
  3. Recommendations for onward submission to PSWO for onward transmission to Head Office

    Payment for Assistive Devices


  1. On approval of the application, payment is made by Head office to the supplier
  2. Once payment is done, communication is made to PSWO and DSWO for onward transmission to the applicant.
  3. The applicant is informed of the collection date.

Next we look at: — Vocational Training fees

The facility is aimed at assisting persons with disability to become self-sufficient and productive members of society. The application for training fees is made direct to the ministry of Public Service, Labour and Social Welfare.

    Procedures for processing application for Training Fees


    Person with disability produces the following documents to the District Social Welfare Officer:

  1. Confirmation letter of enrollment from vocational Training Centre/ College/University.
  2. An invoice from the Vocational Training Centre/ College/University where the applicant has been enrolled
  3. Account number of the Vocational Training Centre/College/University
  4. Confirmation letter from the medical doctor stating the nature of disability
  5. Copy of ID

    Actions by the DSDO


  1. Completion of SW1 and SW2 forms by the DSSO. (Refer to the forms)
  2. Writing a brief on the circumstances of the applicant
  3. Recommendations for Training funding for onward submission to PSWO and to Head Office
  4. PAYMENT FOR VOCATIONAL TRAINING FEES

  5. Payment is made to Vocational Training Centre/College/University through cash/bank transfer by the Head Office
  6. Once payment is done, communication is made to PSWO and DSWO for onward transmission to the applicant
