Basic Education Assistance (BEAM) is part of Child Protection Services (CPS) and is concerned with providing fee waivers for eligible primary and secondary school children for tuition, examination fees and applicable levies.The program also caters for special needs for the beneficiaries.

targeting criteria

BEAM targets children from poor and vulnerable households aged 4 to 19 enrolled in early childhood development (ECD), primary and secondary education in both regular and special needs schools. This excludes vulnerable children placed under foster care who draw on alternative sources of support

Eligibility for BEAM assistance is based on the poverty status using the following criteria:

  • Children who have never been to or have dropped out of school due to poverty
  • School record of child’s previous failure to pay fees and levies due to poverty
  • The source of income and health status of the head of household
  • Orphanhood status of potential beneficiaries
  • Household asset ownership of the guardians/parents

BEAM pays for school and public examination fees and levies for children enrolled in public schools

For those enrolled in resource units and special schools, BEAM pays for all the costs approved by relevant authorities

BEAM pays examination fees for a maximum of five (5) Grade 7 subjects, six (6) O-Level academic subjects and one practical subject, and 3 A-Level subjects
