The task of retargeting is to adapt the programme every two years to all these changes by —
Re-approving all current beneficiary households that are still labor constrained
Phasing out those beneficiary households that are no longer labor constrained
Updating the volume of the transfers to the present number of household members
Approving additional households that have become extremely poor and labor constrained since the last targeting
In principle the retargeting follows the same process, which has been used for the initial targeting and approval (see chapter 3 of the Manual of Operations ).
Changes in the structure of the beneficiary households
If the head of the household dies or gets too sick to act as a head, or leaves the programme area, the CPC focal person informs the District Office using Form 9 (refer to the above manual for the form)
The District Office will respond by choosing from the following options:
In case of the death of one-person beneficiary household, a household moves out of the program area or a household dissolves completely, transfers have to be discontinued
In the death of a beneficiary household head or has become too sick to remain as head and there is someone who could take over a new Form 1 has to be filled in by a Social Services Officer
In case the transfers are discontinued, the beneficiary cards and the ID cards have to be returned
Communication of retargeting results will be communicated to the community by the DSWO
